加拿大留学政策到底有哪些变化？对留学生会产生怎样的影响，对哪些留学生会产生影响？
这次改革主要针对来了加拿大却不想学习，以学习名义逗留在加拿大“潇洒”的留学生。结合最近技术移民改革，和投资移民的“一刀切”分析。加拿大旨在从优秀和有能力的留学生中吸纳移民为加拿大的发展做出贡献。
这个贡献包括用自己学到的职业知识和才智来建设加拿大;以及还有一个重要的，那就是纳税。这也是为什么加拿大最近喊停投资移民的原因。因为他们中，很少有人去工作，即不纳税。他们也没有用投资的钱，为加拿大创造出工作机会。即，对加拿大的税收没有太多贡献。
改革包括：
1.新政：Applicants mustenrol in and continue to pursue studies in Canada. Failure to do so could leadto removal from Canada.留学生在逗留加拿大期间，必须要在校学习，不然会被驱逐出境。原政：Applicantsmust show that they intend to pursue studies in Canada when applying for astudy permit.留学生只要表明留学意向就可以申请学签。说此举防止留学生在登陆以后，不去学校报道，或者直接去打黑工的。
个人推断，加拿大移民局在学生签证的过程中，对学生在登陆加拿大以后，是否真以读书为目的会有更为严格的审核。如果不好好读书，加拿大移民局会很生气，后果会很严重– 驱逐出境。
2.新政：Study permitswill only be issued to successful applicants who are pursuing studies at aneducational institution that has been designated to receive internationalstudents.学签仅发给加国具有招收国际学生资格学校的留学生。原政：Applicants mayapply for a study permit to pursue studies at any educational institution inCanada.学签可以发给在加国任何教育机构受教育的留学生。
这条是旨在保护留学生，防止他们误入不具备国际学生招收资格的学校，或者“野鸡学校”。
3.新政：Study permitswill automatically authorize the holder to work off-campus for up to 20 hoursper week during the academic session and full-time during scheduled breakswithout the need to apply for a separate work permit. The study permit holdermust be pursuing academic, vocational or professional training of six months ormore that leads to a degree, diploma or certificate at a designated institution.基本上，受高等教育的全日制学生在学满六个月以后，就可以拿着学签去打工。即，学签=工签。但是工作时间每周不能超过20小时。原政：Study permit holders pursuing studies atpublicly-funded and certain privately-funded post-secondary institutions mustapply for an Off-Campus Work Permit to be able to work up to 20 hours per weekoff-campus during the academic session and full-time during scheduled breaks.留学生如果想打工，必须申请“校外打工许可”。
这一条是实实在在方便在校学生的。想打工的学生不需要再花时间申请“校外打工许可”(off campus workpermit)。省钱省时间，至少省了150加币和1个月的时间。
4.新政：Onlyinternational students who are pursuing studies at a secondary school or at adesignated institution may apply for a Co-Op Work Permit if a co-op placementis an integral part of their course of study.学生只有在加国高等教育院校或者指定院校就读Co-op项目，才能被获得工作许可。原政：Any international student can apply for aCo-Op Work Permit if a co-op placement is an integral element of their courseof study.学生在加国院校就读Co-op项目，就能被颁发工作许可。
此举同2，防止学生去了“野鸡co-op项目”。很多学校专业打着“co-op”的幌子招收学生，再加上留学机构的鼓吹，学生非co-op的项目不申请，甚至宁可去野鸡co-op项目。
此举是政府为了规范当地教育市场，帮助留学生能更好的到加国受教育。加国的理念是，优质项目培育出来的优质学生才能为加拿大的发展做出更大的贡献，才能传播加拿大教育的口碑。
